From age eleven, John aspired to become a doctor. He ultimately graduated from the University of Mississippi with both an undergraduate and a medical degree. He then joined the US Navy where he performed his residency training in Family Medicine. After six years of service as a Navy Medical officer, John left the military and moved his young family to Minden, La in 1982. As his medical practice grew busier, he added more doctors. He also began to pursue other professional activities. In 1985 he began a company that grew to over 35 Subway restaurants. He also started other business and real estate concerns over succeeding years, creating over 500 jobs. In 1996 he was elected coroner for Webster parish, serving 4 years to the people of Louisiana. 

Wanting to serve Americans even more in public office, John ran for and was elected to Congress representing the 4th Congressional District from 2008-2017. While in Congress John served on the House Armed Services and Natural Resources Committees. 

After four terms in Congress, John found other opportunities to serve the public. In March 2017 he was appointed to serve as Deputy Assistant Secretary of Health IT at the US Department of Health and Human Services. There he worked on streamlining and optimizing the use of electronic health records as well as improving system interoperability. In March 2019, John was confirmed with strong bipartisan support by the US Senate to serve as Assistant Secretary of Economic Development at the US Department of Commerce. He worked primarily on catalyzing investment into distressed communities with EDA grants as well as the application of Opportunity Zone investment incentives. 

In March 2020 he was detailed to the White House and appointed a senior presidential advisor with the title of Assistant to the President for Planning and Implementation. He was located in the chief of staff’s office in the White House west wing; and functioned as the deputy chief of staff handling military and national security matters as well facilitating the implementation of new regulations, executive orders, and presidential memoranda. Various White House components reported to him. He also met regularly with Operation Warp Speed which developed COVID vaccines in record time, and represented the chief of staff’s office in the many meetings and activities of the Coronavirus Task Force led by the Vice President. Dr. Fleming and his wife of 42 years have four adult children and three grandchildren. 

Dr. Fleming is a recipeint of the Distinguished Service Medal for the Department of Defense.
